IUserAccessiableFilterTopicsByTopics Method (Int32, Boolean, Boolean, Int32, Int32)
Hides or shows the topics in Matrix, Single Choice Grid, Stopper and Counter (inTargetQuesIdx) that their mathcing (by index) topic in Single Choice Grid, Matrix and Counter (inSourceIdx) has one of the values in (inValues)

Remarks
Assumes that the Target question's topic list is the same as the source question's topic list
Examples
If I have two questions with the same set of topics (q2,q3), and I would like q3 to show only the topics selected in q2’s topics which had value 6 and filter out the answers not selected, I can write this in q3 start script: FilterTopicsByTopics(CurrQues,true,false,2,6);
